This is an excellent concept, however, the idea of a gaming cafe requires license agreements from the gaming companies. this would allow you to ''rent'' the games to the people for the pay to play program. i would assume it would work much in the same way that your video rental place would work, so that may be a good place to start is by figuring out how that part of the industry works.
as for equipment. you may want to consider pay to play console gaming as well as PC gaming, it would offer variety, and consoles are generally cheaper than PCs. one thing you could do is offer a pay to use secured wireless connection, and people could bring their own devices into the cafe as well. best computers for gaming would be the alienware brand, though.
TVs, for the best experience HD monitors are great, and they will also work as PC monitors when you would like to hold the tournaments. my favorite brands for TVs are samsung and pioneer, they're both excellent products.
