I like to stick to the standards. Depending on what your people are doing, it depends on what they need to download. I mean, if the average file they download is 5MB, then you have to keep in mind they need that file quick so they can continue their work.
If people are simply downloading and transferring 1MB files every half hour, then you might want a cable modem. I think a cable modem does pretty good. I mean, the Pentagon didn't have much of a system in the first place, and they did fine with an Intranet.
In all, it depends on the filesize of what will be going in and out. After you figure that on a daily basis, you need to figure out transfer rates. After that, rates of productivity, which will be dependent upon those transfer rates.

For performance you are better off using a router. The limitation is going to be the ISP's bandwidth, not the router. I have networks up to just over three hundred machines using good 8M broadband business connections with very low contention rates. They never seem to suffer any speed penalties.
